Malcolm is an experienced and strategically-focused senior executive. He was Chief Executive of Local Government NZ for eight years. Before that he held senior executive roles in the electricity sector. Prior to that, he practiced law in the private and public sectors in New Zealand and the City of London. He has held a number of governance positions during his career, primarily in the telecommunications sector.
Before entering the private sector, he was Chief Legal Advisor at the Ministry of Commerce and a member of the Officials Committee on Energy Policy during the energy reforms of the 1990s. He participated in the Producer Board reforms of 1998-2000 with lead responsibility for kiwifruit, apples and pears. He has represented New Zealand at mutual recognition negotiations with Australia and the EU, and on regulatory matters at the OECD.
