Terry is a highly experienced consultant who has been responsible for implementing a variety of effective transport and energy efficiency programmes.

Terry has an extensive international background in climate change, energy efficiency and sustainability policies as Chair of APEC expert group from 2007 to 2015.

He has broad exposure to the machinery of Government including policy development, compliance management, standards setting, regulation implementation, national interest analysis, regulatory impact statements, business cases and international trade obligations.

Terry has strong commercial acumen, excellent stakeholder engagement and relationship management skills with experience negotiating solutions and developing operational strategies, policies, and procedures.

Policy

Terry has been at the forefront of New Zealand’s energy efficiency policy for over two decades. His key achievements include:

  • Led multi-agency policy development and implementation of a standards-based mandatory vehicle fuel economy labelling scheme for New Zealand. A world-first for used cars, private sales, and internet transactions.
  • Developed the policies and processes then managed the Appliance Standards Programme in EECA (12 staff) that implemented mandatory energy efficiency standards for 22 products following business case modelling, regulatory impact statements, trans-Tasman, and industry consultation. This capped residential electricity growth for a decade.
  • Provided operational policy advice to the Ministry of Transport on how to modify and implement international vehicle fuel efficiency standards for New Zealand’s light fleet. This was incorporated into the Ministry of Transport discussion paper “Moving the light vehicle fleet to low-emissions: discussion paper on a Clean Car Standard and Clean Car Discount”.
  • Managed a team of officials and consultants that investigated the strategic and economic case for accelerating the uptake of LED street lighting in New Zealand.
  • Formulated a business case outlining the potential for creating a new revenue stream (and related benefits) from EECA’s intellectual property and the provision of international consultancy services.
  • Provided operational policy advice on how to introduce vehicle fuel economy labelling to the Philippines government.
  • Provided input into two New Zealand Energy Efficiency and Conservation Strategies covering a ten-year period.
  • Authored and negotiated a trans-Tasman policy framework and funding arrangement to operate a joint New Zealand / Australian products programme (E3). Authored the framework and negotiated agreement with Federal, State, and Territory Energy Ministers from Australia and the Minister of Energy and Resources New Zealand.
  • Authored the National Interest Analysis for New Zealand to join the Treaty of The International Organization of Legal Metrology.
  • Authored compliance and enforcement policies for EECA.
  • Ministerial appointed observer to the NZ Smart Grid Forum that looked at the potential impacts of large-scale electric vehicle adoption on the electricity system.

Operations and risk management

  • Established a team at the NSW Department of Planning, Industry and Environment to implement energy efficiency standards for a range of household, commercial and industrial products. Developed the systems and processes. Managed the procurement of services and mentored the inexperienced staff.
  • Chair of the APEC Expert Group on Energy Efficiency and Conservation (2007- 2015). Terry chaired bi-annual meetings prioritising APEC funded projects in the most active expert group within the APEC Energy Working Group.
  • Managed a team of technical specialists who assessed applications to explore and exploit New Zealand’s mineral resources. Enhanced the performance of the team by improving processes and addressing the application backlog and processing times.
  • Authored and negotiated a trans-Tasman policy framework and funding arrangement to operate a joint New Zealand / Australian products programme (E3). Authored the framework and negotiated agreement with Federal, State, and Territory Energy Ministers from Australia and the Minister of Energy and Resources New Zealand.
